National Pollution Discharge Elimination System (NPDES)
Overview
Municipalities which operate a Municipal Separate Storm Sewer System (MS4) are mandated by the Federal Clean Water Act to obtain a National Pollution Discharge Elimination System (NPDES) permit. The City of Avondale is regulated through a general State AZPDES permit issued by the Arizona Department of Environmental Quality (ADEQ) for storm water discharges to waters of the United States.
Notice of Intent (NOI)
Each Municipal Separate Storm Sewer System (MS4) was required to submit a NOI to the State Department of Environmental Quality (DEQ) stating their intent to meet the requirements of the NPDES program.
Storm Water Management Program (SWMP)
The City of Avondale’s SWMP is designed to address the need to prevent or reduce discharges of pollutants to Waters of the United States. The SWMP Program outlines Best Management Practices (BMPs) that address the six Minimum Control Measures (MCMs) required under the City’s permit.
City Operations (Fleet, Street Maintenance)
The City of Avondale produced a pollution prevention plan in March 2005 to address the City’s vehicle fleet storage and maintenance.
The City of Avondale evaluated its street sweeping program in 2003 to reduce the introduction of pollution and silt from streets into the City’s storm water conveyance system.
Water Resources
The City of Avondale produced a pollution prevention plan in March 2005 to address “good house keeping” procedures for potable water wells and storage tank production and distribution facilities.
Engineering and Development Services
The City’s Engineering and Development Services Departments provide plan review and construction inspection services for City capital improvement projects (CIP) as well as private development projects for Erosion and Sediment Control Best Management Practices (BMPs).
